On the INOI 283K, instead of the Google Play Market, the KaiOS Store is installed with applications specifically for the KaiOS operating system. All available applications in the KaiOS Store can be viewed here. https://www.kaiostech.com/store/
Telegram, at the moment, is not available for download in the KaiOS Store, but should appear in the near future.
